Innovative and manufacturies

Playing as Zapotec, I had my domestic slider between +4 and +6 innovative. On the one hand I wanted settlers, on the other hand I wanted free manufacturies through events, because through tech development that is almost impossible for exotic countries. So I went from +4 to +6 and back, depending on my needs.

I have got several manufacturies through events, but I was surprised to see that it happened almost always at level +4, not at level +6, what I expected. It seemed like the chance on a free manufactuy was higher with high narrowminded and lower with high innovative.

I thought it should be the other way around. Is that true ? Have I been lucky or is there something wrong ?

If you mean the Unexpected Invention random event, there are no triggers for that event, it is totally random. You were just lucky on this occasion.

Iirc there is a general 'invention' event, giving anybody a manufactory, and one that only kicks in at high innovative (7+ iirc), effectively doubling the chances at that level.

There is a corresponding extra 'conversion' event for high narrowminded.

Since there are so many other possible events you would have to play for a long, long time to see a genuine pattern.
