Bitter peace not triggered!

1.03b. As Germany i captured Stalingrad and Moscow, Italians capture Leningrad (btw in some mysterious way) and... bitter peace was not triggered at all. Japan wasn't at war. I decided to go for annexation but my tanks got cut off 3 province form irkutsk and there was no chance to reach it not to mension vladivostok. So i influenced Japan, they joined war on my side, took vladivostok and... bitter peace happened (at last!). Is this a bug?

In 1.03b Bitter Peace doesn't happen immediately. IIRC there's a 5% chance per week after the 3 of 4 key cities are lost.

but I waited almost half year (or even more i cant recall exactly) still with no result. Bad luck maybe?

Well, 5% means it will take 20 weeks on the average so it could easily take more than half a year with a bit of bad luck.

If France is still in control of Paris, then the Bitter Peace won't happen, ever.
