NOT A BUG: 1937 Japanese elections choices

Playing as Japan I was wondering how I was going to get to DoW China with a very low war entry level. Come July 1937 no luck. Eventually in September I get an election. Realise a little later that this must have activated the war option since it is now available (although this was not obvious from the election information.) Reload the oldautosave (Sept 1937) in order to do things properly second time around. It is now January 1938 and the election still hasn't fired. Bug? Date of election incredibly random?

You arent clear enough here. From what you say you just didnt choose the right path politically. This isnt a bug from what you give us here.
Elections arent exact science but are affected by the nation's ministers.csv file contained in db/ministers.
There you can modify election dates or even the Head of Government's political lean. If you set the first acronym from something like LC (Liberal Conservative) to PA (Paternal Autocrat) then you will be able to always have a dictatorship

What I was trying to say is that after one reload I played through to 1938 without any election event. I wasn't sure if the reload in mid 1937 had somehow broken the 1937 election event.
