I started a game as Norway some months back in 1.32.2 and thought I'd complete Norwegian Wood today. Alas, for some reason, I didn't get it. All the provinces producing Naval Supplies belong to me, my colonies, my Vassal Vijayanagar or my PU Commonblob.

The Ledger shows two provinces, each called ???, producing ??? amount of Naval Supplies, supposedly belonging to Ming - see attached Screenshots. There are two lakes which might be the culprits, which would make this a bug, but otherwise, I'm out of ideas.

Did anyone complete the achievement in 1.32.2?

Hmm, try making a spy network up to 50 and seeing if there's anywhere you can Steal Maps? They might just have two little islands in the middle of nowhere and you can't tell they're undiscovered because they're so tiny, since naval supplies are a common product of places like Polynesia, but if there's zero provinces you could learn from Stealing Maps, it's definitely a bug.

All the tiny islands belonged to the usual colonizers like Portugal, Spain and France.

You were on the right path, though - I erred in that I thought I knew all about Asia. Ming sneakily colonized Siberia and found Naval Supplies. The Ledger was right after all.
