Why? I don't know how many inhabitants Norway had back then, but let's say 4 Mio (Today is 5 Mio, so 20% less).
If you take 10% of those as MP, that's 400k men. The highest MP is about 600k in the screen, so thats 15% of his population (without the Svedes). Nothing spectacular, depending on the conscription law. Germany had like...20% of its population under arms (18 Mio men over the course of 6 years)

Well I mean he got a lot of support from the Soviet Union as you can see in one of the screenshots. But even if he didn't, I mean he's one of the developers, I'm sure he would be very good at playing it considering he helped make it.

Norway sends oil to germany, british will annex norway and germany react like historyical with Weser Übung.
Hardly historical. UK didn't annex, or even consider annexing Norway. Germany didn't react to anything done by the Allies. The invasion of Norway was discussed from immediately after Poland fell. It was part of the Kriegsmarine plan to try to avoid the successful blockade of Germany that occurred in WW1.
Norway sends oil to UK, UK will protect Norway with far more troops than they have in france.
The discovery of oil in the North Sea in the 1960s, and extraction from 1970s, was on both sides. If Norway has abundant oil, then so does UK. Though I suspect both would have had to close down the oil wells in a war, if there had been any - who would work on a floating bomb? Check out Piper Alpha disaster in 1988 for the effect of an explosion on a platform.

Though, as someone else mentioned, it wasn't technically possible to discover the oil, nor extract it during WW2 anyway. Norway had plenty of fish though ;)

Can we get some sort of confirmation from PDX about portraits for minors?

Also, are all Scandinavian countries going to be democratic? I know that they were all democracies, obviously. But they were also very neutral. Norway I can atleast get since Nygaardsvold was PM all the way through the war, but Sweden and Denmark? Sweden should be neutral for obvious reasons, and the Danish socialdemocratic-radical government did nothing but try to appease the Germans. It was because of Stauning that Denmark surrendered so quickly.

A far better candidate for the position as the "Democratic" party would be the Conservatives, lead by John Christmas Møller, who wanted a strong military and to defend against the Germans.

I think all democratic countries, with maybe a few exception will be democratic. Neutral ideology probably mostly represent dictatorships that was neither facist leaning nor communist.

Neutral countries are not as limited as democracies then it comes to war but more so then fascist.

Better then nothing. :p Honestly it doesn't bother me if its a small country like Norway. Now if a fascist or communist leader for the U.S, Britain and France were completely generic and made up, then I would be upset. And vice versa for the axis and comintern. I honest think we are pretty lucky with what we have, and DLC will probably add more customization.

I don't think that they're going to make up any political leaders, not even for insignificant countries. And to be honest, they don't need to make up any leaders, be it political or military, for any of the minor European powers. I've already made a thread with a lot of Danish generals that should be in HoI4, and could perhaps add even more to the list if included some more Waffen SS volunteers. (Per Sørensen, Knud Børge Martinsen, etc.)

And while I can somewhat understand that Nissen might not've gotten his own portrait yet, since he's not that significant, I would be somewhat upset if someone like Quisling or Frits Clausen doesn't get his own portrait.

It's not about making up characters, it's about if they get their own portrait. Typing a name and giving him some traits way less work then creating an artsy picture.

Neutral countries are not as limited as democracies then it comes to war but more so then fascist.
It's the other way, if by democracies you mean the Allies.

Neutral countries like Sweden and Switzerland have Laws that prevent them from using certain diplomatic options, including sending volunteers, lend lease, joining factions, guarantee independence and fabricating claims. These restrictions indirectly relax as WT goes up - the Laws can be changed to be less neutral, then this allows you to use more diplomatic options. At 100% WT you are free to completely change your Laws and remove all neutrality, or, if you don't want to wait for that, use the branch of the National Focus tree to do it.

To compare a non-aligned nations like Poland need only a 40% world tension to be able to join factions. Like the USA there are also other nations who have embraced a policy of neutrality or isolationism, like Sweden or Switzerland, these nations generally need to work through chains of National Focuses to remove these limitations.
You can see on the following for a neutral country like the USA, that Undisturbed isolation cannot be removed at the start:

When you do change the law, you are still a democracy, and restrictions on DoWs still apply (no DoW of other democracies, only countries responsible for increasing WT, no puppetting).

The Allies start with a less restrictive neutrality Law. It's the Laws, not the political system of having elections, which restricts neutrals. I assume you can be autocratic and totally neutral, for example Portugal. Though a human player Portugal can probably just immediately change the law, if they have sufficient PP.

I hope for a tutorial on HOW to make these portraits. That way we could easily do them ourselves.
My DLC sense is tingling and suspects there will be a "make your own ruler/general portrait" DLC for that, like the "ruler designer" in CK2.
Pretty useless DLC since creating a high level guy meant he died pretty soon anyways :-D
