Well I mean he got a lot of support from the Soviet Union as you can see in one of the screenshots. Hardly historical. UK didn't annex, or even consider annexing Norway. Germany didn't react to anything done by the Allies. The invasion of Norway was discussed from immediately after Poland fell. It was part of the Kriegsmarine plan to try to avoid the successful blockade of Germany that occurred in WW1.Norway sends oil to germany, british will annex norway and germany react like historyical with Weser Übung.
The discovery of oil in the North Sea in the 1960s, and extraction from 1970s, was on both sides. If Norway has abundant oil, then so does UK. Though I suspect both would have had to close down the oil wells in a war, if there had been any - who would work on a floating bomb? Also, are all Scandinavian countries going to be democratic? I know that they were all democracies, obviously. But they were also very neutral.

I don't think that they're going to make up any political leaders, not even for insignificant countries. And to be honest, they don't need to make up any leaders, be it political or military, for any of the minor European powers. I've already made a thread with a lot of Danish generals that should be in HoI4, and could perhaps add even more to the list if included some more Waffen SS volunteers. (Per Sørensen, Knud Børge Martinsen, etc.)Better then nothing.Honestly it doesn't bother me if its a small country like Norway. Now if a fascist or communist leader for the U.S, Britain and France were completely generic and made up, then I would be upset. And vice versa for the axis and comintern. I honest think we are pretty lucky with what we have, and DLC will probably add more customization.

You can see on the following for a neutral country like the USA, that Undisturbed isolation cannot be removed at the start:To compare a non-aligned nations like Poland need only a 40% world tension to be able to join factions. Like the USA there are also other nations who have embraced a policy of neutrality or isolationism, like Sweden or Switzerland, these nations generally need to work through chains of National Focuses to remove these limitations.

My DLC sense is tingling and suspects there will be a "make your own ruler/general portrait" DLC for that, like the "ruler designer" in CK2.I hope for a tutorial on HOW to make these portraits. That way we could easily do them ourselves.
