Report of the Defense Department

Our current Military Situation is rather bad in comparison with other Nations. With a more and more hostile Nations, we have to defend our Country, so it is important to keep our Army at full Strength. My first decision is to spend the budget, which was granted by the Prime Minister, on building Coastal Fortifications at our Naval Bases plus some Garrison Units to keep the Fortifications active.

Our Navy is very weak so I am thinking about to scrap the Submarines and use the free Ressources to accelerate the building Time of these Coastal Fortifications.

Our Airforce is almost non-existent, except some Recon Aircrafts. There will be no changes in the Future.

CIVIL SECURITY
While the great depression still have its effect on our population and the unemployment rates are higher than favourable, the level of crime is not as high as in many other nations of Europe. Our civil police force is currently able to cope with the situation. There is no need for further investment in this departament unless the sitiation changes dramatically.
Still, I have heard of calls that a bolshevik conspiration is going on in the underground, and even our intelectuals are mistaken of taking into practice illegal methods posing a threat to the Kingdom of Norway.
However the vast majority of our population is supporting our leadership; Nygaardsvold's popularity and Norway's social system have assured a level of closer to nothing in dissent. Corruption level in the government also appears to be far lower if not non-existing and morale is highly valued.
FOREIGN SECURITY
While there have been reported certain military movements around our Finnish border, I and my departament think that this isn't conducted as an act of military hostility against Norway; rather we believe it is to do military exercises fearing the threat of Stalin's Bolshevik regime. While violations to human rights are suspected in both the Soviet Union and Germany there are little such nation as ours would be able to do about this.

Social Welfare: 36.5% (unchanged)
Fishing Industry: 26% (-4%)
Civil Construction: 20% (+5%)
Agriculture: 8% (-2%)
Defense: 6.5% (+1.5%)
Church: 3% (-0.5%)

Reductions in expenditure on the Fishing Industry, Agriculture and the Church have been used to boost spending in Civil Construction and Defense. This will allow us to recover from the economic crisis with improved infrastructure and manufacturing, creating a more diversified economy. While Defense expenditure remains inadequate once the economic conditions improve more funds will be available for allocation towards this department.

Department of Trade, Seafaring, Industry, Handicraft and Fishing Department

Trade​
Given the uncertain boundaries between this department and the good offices of the Foreign Ministry I would request a clarification from the Prime Minister as to where he sees responsibilities laying. Given the obvious cross overs with Industry and Seafaring it would appear sensible that the Foreign Ministry sets the general outline, favoured nations, those to avoid and so on, while the nitty gritty details are left to my department.

Seafaring​
Our merchant marine is one of our key industries and has weathered the depression well, certainly we see no need for government intervention in ship building. While we lack all bar the bar minimum of ability to protect our merchants it is the belief of our department that firm neutrality and the continued implied protection by the British Royal Navy will keep our vessels safe for the foreseeable future.

Handicraft​
While handicrafts are undoubtedly much more widely practiced than in recent times, no doubt due to the Depression encouraging people to make things and repair things they would once of brought, we would question if this is something the government actually wishes to encourage.

Everything someone makes at home is one less thing made in a factory and then sold in a shop. Given the ongoing unemployment problem is that actually a good thing? Or is it something we should try and discourage?

Fishing​

The fishing industry continues to go from strength to strength, we would agree that government support can be scaled back as the private sector seems strong enough to continue with a reduction in public help.

However we note with concern the proposals to weaken the fleet, can we have reassurance that Norway will retain enough vessels to protect her fisheries and keep foreign trawlers away from our fish stocks.

Industry​
Here the big decision is between a new industrial complex in Mo I Rana and an expansion of the hydro-electric facility in Bergen. After weighing the options we propose to go ahead with the Bergen hydro-electric scheme. It is substantially cheaper, a not inconsiderable benefit given the tight budget, and would give us a considerable energy surplus that could be profitably exported to our neighbours.

OOC: Do not worry, I find your report uttermost excelent and of good quality. Concerning the effects into game: it HAS influence. However I prefer to use abstractism to increase feeling of realism :p (Like 1 IC = 1.000.000 NOK/Month or 1 IC = 12.000.000 NOK/year...) This also opens up for more opportunities, and as the decisions are made, it will have it's follows.

As for the Norwegian Characters, unless you install Norwegian Keyboard, you simply have to copy. As 26 of the letters are the same, here are the 3 others: Æ æ Ø ø Å å

Report from the Worker's Department:

While the worker's of our nation have been raising their voices for further insurances and increased wages, union leaders are pleased with the government allocating funds for the establishment of a Hydro Plant in Bergen. Through this it is believed to be raised a higher demand for manpower, which again will support the unorthodox low wages.

Our unions are reliefed to see the continued spending of funds into our social system, despite a rather strict economy. As said the light for the future are bright, and soon all workers, our greatest social class, shall leave in peace, security and labour.

Social Report
The government is largely liked by the populace, opinion polls point towards reelection at the moment.
However concerns of the nation are mainly that a Great Depression will happen again, also effects of the first have not truly equalled themselves out yet.
Unemployment is another concern leading on from the first, the level of unemployment is far higher than it should be, this is probably the first place we want to make reforms along with finally cancelling out the effects of the depression.
Estimated 36.42% of the budget will be needed to keep the populace in good shape and to keep dissent level. More will be needed if we wish to keep people in appreciation of the regime and indeed make them more favourable to it over time.

We need to get a better harvest this year, so we must improve our agricultural skills with the help of chemistry, to also decrease the amount of workhours needed to collect good harvests, leading in a long term to a manpower growth.

Department of Trade, Seafaring, Industry, Handicraft and Fishing Department

Trade

The economy is currently running a surplus in all areas, save for assorted specialist and otherwise rare materials. However it is noted we have a slight balance of payments deficit to the tune of some 32,000 Kroner, which while far from threatening at this stage we aim to eliminate over the coming months.

To this end, and following the directions of the Foreign Ministry, the department is pursuing trade deals with our Nordic neighbours, Britain, and fellow European nations in that order. We believe that with support the fish industry should be able to secure profitable export deals that will bring our balance back into the black.

Seafaring

A quiet month in this department. We will try to ensure as much of the trade discussed above will be routed via Norwegian shipping, hopefully giving the economy a double boost.

Handicraft

It is proposed to cut the handicraft budget by 75%, spending the balance on supporting overseas trade missions and supporting the marketing of Norwegian goods.

While we will not oppose the practice of handicrafts, and do recognise the cultural and social values of maintaing the skills and traditions, we believe it is not something we should be promoting or increasing the take up of at this time.

Fishing

With the efforts on fish trade discussed above we will be keeping a close idea on this sector to ensure supply will continue to match the (hopefully) rising demand.

Once again though we would request reassurance that Norway will retain enough naval strength to protect her fisheries and protect our fishing fleets.

Industry

Work on the hydro-electric facility in Bergen continues apace, the latest reports indicate work is going well. We are optimistic the scheme will be completed on time and too budget.

Report of the Departament of Justice
Very shocking news have seen my office. A man from Ålesund have been found guilty by the jury after accusation of sexual interrogation with both of his two daughters. In this case, due to lack of evidence (expect the words of the said daughters, of course), and the penalty of death being illegal for a long time, the question is how bad his penalty should be. I've come up with four of those:
A) Let the perv rotten in jail!
B) Limited judgement: lock him in for 50 years
C) He's incapable of controlling his actions! Send him to madhouse, he can go once his cured.
D) We don't have evidence! He shall go free

After hours of thinking, I made my mind that option C of these is the best one. This man is incapable of comtrolling his actions and needs to be put in a madhouse. We will free him once he's cured.

The Construction of the Coastal Fortifications is going as planned. I have further made a Deal with Bofors which will provide us with 40mm Anti Aircraft Guns as part of the Fortifications. As a suggestion, I would like to offer the unemployed citizen all around Norway a Job to support the building of these Fortifications.

For the Navy, I still got no respone from the Chief of Navy for scrapping the Submarines, so I ask Prime Minister Johan Nygaardsvold for a solution.

Airforce remains unchanged.

I am delighted by the news of our progress on our defensive capabilities.
And the fact that this project can provide jobs to our people just makes it all the better.

But i must ask, couldnt these money be spend on other things?
What if our future enemy breaks through our defences?
Do we we have plans to counter such actions?
