I approached it as turning Sweden communist, then declaring war on non aligned Norway to puppet them and form my own faction. I got a non aggression agreement with Russia and they even sent volunteers. As soon as I took Norway out they declared war on Red Finland and now I'm going to get immediately crushed by them. These special national focuses that countries have should not be able to bypass the non aggression stipulations. This whole fiasco is just silly.

Take finland first. you should be able to defeat Denmark and Norway once you have finland taken out. All should be completed before USSR DOWs Finalnd.

If you declare war on a country and you have a non aggression pact with the faction leader, you can't declare war.

I meant from the start. Sorry I should have been clear.

This achievement is easiest if you flip Sweden and then attack Finland right away. the boost to your factories will help you finish the rest of the northern countries off.
