Norse pagan subjugation casus belli

So if I'm reading the norse blurb correctly, I should be allowed to declare war on OPM's that are on the coast, as long as they are not pagan.

I tried invading Kent, which is independent in the 769 scenario, and ruled by a catholic count, yet it tells me I have no casus belli. Is something amiss there, or am I just understanding it wrong?

Has the viking age event fired yet? I think that needs to fire first.

Germanic (Norse Pagan) CBs:

-Subjugation is a once-in-a-lifetime cb you get on other Pagans (unless you have the "Become King of X" ambition).

-Conquest is for any single-county that either borders you or is within diplo range, coastal, and non-Germanic. Unlocks with the Viking Age event in 769 or by default in 867+.

-Prepared invasion allows you to conquer anything you siege down and the target must have between 10-40 holdings in a given de jure kingdom. This is also once in a lifetime and unlocks with the Viking Age event or by default in 867+. Additionally you get free troops that scale with your target, but do not forget to declare within two years.

If you start in 769 you don't get the "conquest" or "prepared invasion" CB's until "The Viking Age" fires, which is almost always in 793. Spend your first 20 years uniting scandinavia. Then when the viking age comes you'll have plenty of support for your conquests.
