Which version of CK2 are you using?(It is named Svidjod if you have Norse culture yes because of historical cultural reasons. Just as Novgorod is called Holmgardr, etc.)

The national ideas are set to be the Swedish culture, so unless you wait until the norse culture split of to the Danish, Norwegian and Swedish cultures you won't get any ideas. This is working as designed because norse can be any of the three before mentioned cultures.
I think Ottomans, Mamlucks and Morocco should get their special ideas, if they don't it is a bug.
