It used to be (in older versions) that if your liege can't raid, then you can not either. Maybe it is this?

I think what that means that if you are a character who can raid (so you're either tribal or of a raiding religion), you can load that loot into boats instead of needing a land border. If you're a Catholic, as all Normans in the start dates are to my knowledge, you can't raid so you can't take advantage of that ability. It really only comes up if you play a Germanic Norse character and settle in areas that allow you to trigger the Norman melting pot but keep your original religion.
