hi everyone, i notice this a while ago
when u do nordic union with other country that finland u cant have core on the land that urss historicaly take (petsamo,salla and carelie)
is there any way to get core through a new decision which appears after the nordic union or something like that?

No, unfortunately. It's irritating for sure. The idea probably was to avoid confrontation with the Soviets over the territory which (logically) would have been required for firing the decision.

They could give cores without requiring you to control the states.
