Some folks over the Steam threads-thing are complaining that the promise of this new Emperor DLC is to rework Central Europe instead of Europe as a whole. No idea if it is true but since they are putting a emphasis on it I thought of mentioning here.

And I have not meet a whole lot of Norwegians (3) to know for sure, but aren't their national ideas a bit too medieval for the time period of the game? I mean, the Greenland and Vinland expeditions fell in obscurity and while being able to restore Danelaw is funny as alternate History and such, should not they be more concerned with the Russians, Danes/Swedes, Prussians and the Reformation?
Someone correct me if I am wrong.

emperor has no content for northern europe. Hopefully there'll come a patch covering that soon. I have mission suggestions both for sweden and TO

For norway NI I think the problem is that norway was never an independent nation during the timeline (not ocunting a brief and ineffective declaration of independence in 1814) SO we odn't know what an independent norway would have gotten around to in the timeline and honestly focusing on colonialism is not a far bet giving their circumstances, small population and geographically isolated

Think Norway needs some missions developing the nation, recovering from the black death. Building a trade fleet/heavy ships, upgrading centers of trade, scuffling with scotland and maybe ireland, and maybe at the end renew the kalmar union with Norway at its head.

Colonizing could be part of this, but I think rather than getting a colonist from ideas( the range could be combined with something else) they should just weight exploration ideas when independent.
