Noobish question about 'events'?

Hi, i'm playing as Germany and its 1942.

The list of possible events on the left of my screen has the 'Atlantik Wall' as a possible option.

The problem is that it requires the 'Todt' guy to be a minister, but in my current game he is already dead!

So i was wanting to know why this event was still in the list on the left of my screen even though there is no chance of me fulfilling all of the conditions!
Will i still be able to use the event if i can meet all of the other conditions required apart from the one concerning the dead minister Todt?

Also i was wanting to know what the command is to enable me to use the 'Atlantik Wall' from the console?

No, it is not possible to take a decision if you cannot meet one of the conditions, be that possible or not. I think your situation could be considered as kind of a bug.

Anyway, you can launch the decision by typing to the console:
