1. Is the high consciousness good?
2. I heard somewhere that if I (as Germany) could annex Austria and become Austro-German Empire or something similar
3. Is the high plurality good?

Generally, high conciousness and plurality is good if you're a democracy or constitiutional monachy, and bad if you're monarchy or dictatur of any kind

If you wanted to know how, go to the Vickywiki(link in OHGamer's signature) and look for German Unification. There you have all the methods to unify Germany and who to get the Popular Unification, which is the only way that allows you to annex Austria(in VIP, you don't get the hungarian's part, which is given to Hungary).
