You can only raise so many troops of each culture. 1 div per 10k soldiers, to be exact. Put your pointer over the manpower icon and you'll see something like North german: 20/18, showing you can support 18 north german divs but you have 20, leaving you unable to build more for the moment. Conver more pops or pick a new culture.

It's £2 per day At 100% I can risk moving them unescorted and retreat if I'm attacked, at 19%(0%spending) they'll be sunk before I can retreat.

What factories have you closed?

I suspect Darkrenown has closed a couple of factories that produce consumer goods (e.g. liquor) Thus POPs have to buy it on the worldmarket giving you extra tariff income.

Nope, aside from budget screen, I've changed nothing.
