I want to form England. I started as Wessex in the earliest date. I conquered Conwall, East Anglia, and some random counties I can't remember in the west -- so basically I conquered about 4 counties and had 2 duchies in my possession. Then the form kingdom thing became available so I thought I could now form England. It formed the kingdom of Wessex instead. So how does this work exactly ? Do I continue conquering and then at some point I will be able to form England, or do I have to not form any kingdom until I meet some kind of requirment for the English title ?

You formed a custom kingdom. If you continue to expand, gaining 51% or more of the land in the de jure Kingdom of England, you will get the option to form it. Then you can choose to destroy your custom kingdom title if you wish to do so.
It is part of the Charlemagne DLC I believe. You can form Titular Kingdom if you have control of 3 duchies.
The duchy of cornwall is de jure kingdom of wales. You need to hold 2 de jure england duchies and 15 counties in de jure england. Do not form a kingdom before.
If you want to form, england, then click on your duchy title, tick de jure and click england title, there you see what you need to create england title. Right now you formed new custom kingdom what gets name by, you main duchy. And all titles you currently hold will be newly formed title dejure territory
