Is there any tool to make custom shields and flags?

Photoshop, or perhaps the free but hard to use Gimp, with Birgers template (see sticky) is what you need to make custom shields/flags.

I ahve tried to make flags my self, but it's pretty hard though . But i ahve my angel guarding cool-toxic by my side

i can do it, it just takes me ages to get them any good.
also it's far easier to request them get better results anyway
