Ok, so I'm in a game as The Palatinate and I'm currently occupying Koln (Cologne owner), now according to my game manual it says when I sue for peace & access the demand tribute screen, I should be able to ask Cologne to cede a province as terms for peace. Only no list of provinces to cede appears when I click on the little "cede province" button above. Nor does anything appear when I click "give up cores" or anything else for that matter & the red & green map in the center-right panel is all fuzzy & does nothing when I click it. My war score is low at 24% but still it's not even giving me an option to ask for the province regardless of the likelyhood of my demands being accepted. Can someone who knows what's up help me get a clue?

I don't know if this factors into it, but in addition to my low war score, the province is the capital of of Cologne, I don't have a "core" in the province or even know how to establish one for that matter & I'm playing the Magna Mundi mod.

Any help would be appreciated.

As you said: Cologne is the capital of ... Cologne. ;)
You can´t demand to cede the capital. If you want to conquer a province of Cologne, you have to go to Lippe and conquer it.
After that, you will be able to demand Lippe.

You can't ask for a capital unless it's the only province they have, in which case you annex the entire country.

Ok, I see. But then shouldn't the interface allow me to demand Lippe from them then, even if I don't currently occupy it? Cuz right now the interface won't let me ask for jack except reparations.

On a separate note. I don't know if I have the military muscle to conquer Lippe too, so how can I get the most of this? Cuz right now, all they're offering is a White Peace.

Not neccessarily, a country isn't going to willingly cede a province that is still firmly under their control from which they can wage war. There are examples where they might, certainly, but for the sake of the rules of gameplay, you have to control the provinces you wish to take in a peace treaty. Capturing a capital does have its benefits though, the AI is more likely to give in to your demands if you hold it. Plus, if they only have Lippe in addition to Koln, then you might be able to vassalize them AND take Lippe, and diploannex them entirely a few decades from now. Alternatively, you can be a bad boy and just annex them in the next war. ;)

Is their army on Lippe? If you hit them with lots of Cavalry, you can likely crumble them. If Koln is occupied by you, then they won't be able to build troops there, so if you start sieging Lippe, they won't be able to create any new regiments and will be forced to fight with whatever they have left. Ultimately, you can win simply through attrition, so long as you push their army off Lippe and keep them from retaking Koln.

If you had more money, you could fabricate claim on Lippe and then demand (you can demand cores without occupation, atleast if it hasn't changed from EUII) but you naturally don't have money for that.

Why is the nation called Cologne and the city Köln? Isn't Cologne the french name for Köln?

To add Some flavor I suppose, instead of just calling both Cologne.
