Non-historical Germany does Oppose Hitler much more often now?

I don't know whether this is intended or some weird bug, but I'm pretty sure Germany goes Oppose Hitler much more often than it did before the last update. I remember it happening exactly once in all the SP games I played before 1.11, and it's happened more often than not in the games I've played since then with historical off. Has anyone else noticed this, or is it just a bizarre coincidence? Why is this happening?

I'm pretty sure this is by design. they changed how non-historical focuses are chosen and this is a result of that

I'm mainly just annoyed because I went to all the trouble of getting the "never lose land as the Netherlands" achievement already. With Oppose Hitler Germany you can literally do nothing as the Dutch and get it.
