Yes, it might not be worth the upkeep, perhaps something to look at for mods or future game features. Like a PDF, but in space.
Or a local space police force or militia... hmm... it gets the brain working.

In "real life" not all ships would have FTL until it becomes so cheap and easy it's normal, especially if there's not a requirement to go out of the system.

Well, travelling outside the system w/o FTL wouldn't make any sense, it would take too long to travel anywhere to be useful.

It would also add an unnecessary calculation to the game for every non-FTL ship that tries to travel system to system.(Travel Time)
And the AI would probably have issues with non-FTL ships, unless they are specifically disallowed system to system travel.(Which is the current setup, afaik)

Non-FTL ships being cheaper to construct and maintain would be nice.

Yes... I was initially thinking this. I'll have to try it, but it may not be worth the trade off. From the sounds of it, it won't make ships cheaper to produce, but will mean you can fit more weapons on it, perhaps. We'll see!

Maybe handy to protect construction ships against random aliens.
