Non-catholic colonies jurisdiction

I am noticing this in my current GB game. I am Anglican and so are my two colonies, Canada and Thirteen Colonies. And Canada has been resolutely colonizing in the Thirteen Colonies area ever since they had enough money to colonize. There are better lands to their north, in the de jure territory of Canada, that have better base dev and less aggressive natives and not surrounded by native nations. And yet, Canada relentlessly colonizes in the New England area.

I notice this rarely happens with Catholic colonies or colonies of Catholic nations. Because of the papal bull, they claim the entire colonial region and respect that boundary. Castilian Caribbean will never colonize New Granada area.

Obviously non Catholic colonies shouldn't care about the papal bull. But they should at least be mindful of colonial regions that have a colony of the same overlord. No?

Why should non catholics care about the borders? They get border friction against the other colonies of their overlords?
One reason for the american colonists agitating for independence was they weren't granted land in quebec following its conquest

It would be great if colonial overlords could set provinces of colonial interest for their colonies to target, in the same way that your vassals will try to make claims on the provinces you flag to be of interest which are within their spy range.

It is sort of natural for the colonist to ignore the boundaries of the Colonial Regions.
Why should people have to give up good land for 11 Colonial Regions whose boundaries they don't know who decided?

Catholic colonies do this too. Sometimes I will colonize along the CN line to make sure that they aren't able to step outside their borders. I especially see this among Louisiana, Thirteen Colonies, and Mexico.
