Non-Aligned Bulgaria with 30 divisions unable to send volunteers at 100 tension?

What gives? I was able to do that with the same country in another playthrough when I was in faction (while at peace, ofc). Is that the requirement?

Edit: the tooltips offer no advice. Can this be fixed?

Nevermind. I figured it out. You need to be in a faction, even thought the tooltips aren't clear on that. Once you're in a faction you can send volunteers, but only to non-faction members. So that's that.
