Non-Aggression Pact = Stepping Stone to Military Access?

Does anyone know whether having an active Non-Aggression Pact impacts the percentage change of a country accepting a request for Military Access?

Context is:

• Playing as Italy
• Would like to gain access to Portuguese and Japanese bases
• Have 0% chance for Military Access requests, but relations currently not at +200
• Have greater than 0% chance for Non-Aggression Pact

Hence wondering if Non-Aggression Pact is a useful stepping stone.

And for bonus points, does having either a Non-Aggression Pact or Military Access impact upon the percentage chance of a country accepting an invite to join an alliance? This is entirely unrelated to the context, but anyone who knows the answer to the first question may know this one too

So Allow Military Access is only practically functional for MP games?

it seems so. even if your allyes in SP, you still won't get anything unless you acceptall.

Hm. I did manage to get MA from Vichy France in my USA game. It hasn't recurred since, but I definitely got. It was about 20% of success.

It seems to work within an alliance, e.g. you can get MA to Britain as France (as part of the Allies). Then leave the alliance and you can still use UK as a base.

Well, you've at least saved me some in-game dollars, cheers
