I propose a new diplomatic interaction - non-agression/neutrality pact.

It would be work similiar to alliance (one country proposes it to another which has to agree) and if signed it would create a truce between both parties for 10 years. This would allow to secure the border for a time of war and unlike regular alliance there would be no obligations between parties save for the commitment to not DOW each other and join wars against each other.

IMHO this would be a great tool both for singleplayer and for multiplayer and implementation should be rather easy.

Perhaps it should work like transferring trade power. The longer the truce, the more you pay on the slider, ten ducats per year possibly.
Depending on the target's income, war exhaustion, manpower and treasury, they'd be more or less likely to accept with the more you go up.

I think is too powerful and exploitable. The only non-agression pact in the timeframe of the game was the Treaty of London (1518) when France, England, Burgundy, Spain and the HRE decided to not attack each other while the Ottoman forces were thretening Europe.

In practice it lasted only two years mainly because Spain inherited the HRE crown and a war broke between France and Venice against Spain, HRE and Papal States over lands in nothern Italy.

The Ottomans saw the opportunity and took Hungary without much trouble because the HRE was busy with France.

The only way similar pacts could be done i think would be:

1. Non-Agression pacts can only be made between Rivals. Both lose a considerate amount of Power Projection.
2. Non-Agression pacts are not like truces. Breaking them would result in Opinion penalties with all neighbours and would give a casus belli to all neighbours, a "show superiority" type.

Yes, of course. This is just an idea and it certainly would need refinement and extensive testing. Having truce with AI is a very powerful tool so it would have to be balanced - perhaps paying with prestige, legitimacy or power porjection?
