I would suggest that non-accepted POPs should never, ever end up with Fascist as their rebellion type; non-accepted POPs with Fascist ideology should rebel as nationalists for a state with their culture, or pan-nationalists for their culture group.

You need to keep it in mind that fascism isn't just "we love racism hur durr durr!". Its also about the idea of a powerful state creating order for everyone. Fascist Italy did not actually destory minorities in the same way Germany did.
Fascist states also garnered support from minorities in reality...at least initially anyway
Well yes, but Fascist Romanians would be highly unlikely to overthrow Hungary when they should be trying to install Fascists in Romania whilst trying to integrate as well.

Yeah fascism was not technically "racially" based originally, that was Hitler imposing his ideology through the form of government that he prob felt most closely tied in to his beliefs.
I do agree that unaccepted minorities should prob not become fascists though, even though its not technically racial based it is nationalistic to the extreme, and most people who are nationalists are so for their OWN country, not someone elses who does not even like them.
This is not to say there aren't exceptions though.

Perhaps they should add Communist, Fascist, Liberal and Monarchist nationalistic rebel subtypes.
This does make a lot of sense. It's one thing to allow fascists in accepted non-primary cultures (say, Afro-American fascists in USA or South Italian fascists in Italy), but considering I don't think that there are any Full-Citizenship Fascist Parties, it'd be stupid for anyone in a non-accepted culture to sign up for them.

I really don't see why non-accepted pops should support Limited Citizenship/Residency parties to begin with, fascism aside. They'd be literally voting to have their vote stripped away. And I'm fairly certain that there's no Fascist Party that's Full Citizenship in the game.
In fact I think a lot of rebels type should have their culture type and be ready to secede if necessary. In some case, I've seen British rebels hold India for more than ten years, I can't help to think holding ground for this long should give them the possibility of creating Soviet India.

With that covered, I think the issue is that a fascist has little interest into installing a fascist dictatorship into a country that owns the cores they are being all nationalistic and warmongering about. A simple example: Indian fascist nationalists would really have little interest into installing fascism in the UK. I think they would first try to have an India they could gear up to total war and die like brave warriors for first.
Commies should do the same, I think the PKK's objective is not to install a proletarian dictatorship in Turkey but rather to have a damn Kurdistan to rule. Just an example.

In general I think minority POP's should be more likely to go nationalist than the ideological rebellions.

The best example of the commie example would be the Vietnam War. While the US thought it was all part of the great standoff between communism and capitalism, to Ho Chi Minh it was about independence, but with that independent state being communist instead of capitalist.
