I don't know how much of this is due to CK+, but seriously, Nomads all end up converting to Tribalism or Feudalism within the first two centuries of the game. Pretty much ruins the steppe and prevents you from ever getting a Genghis Khan.

It's most likely CK2+. In my vanilla CK2 (well, with all the DLC) that doesn't really happen.
I've got a strong Khazaria in 1100 in my current game, which started in 769. Been marrying my Viking ladies to them for centuries to encourage them to raid elsewhere.
I bet the AI gets confused by the fact that the settle and pillage notification are the exact same icon and accidentally click it.
