I’m wanting to start a Nomad game where I’ll settle somewhere in India. I’m having trouble on figuring out the ruler/start date that’d be best for this, though.

Has anyone else done it, if so, with whom?

I had done one such playthrough with house Kirgiz from 1066. I wanted to start Nomadic but also provide a bit of a challenge for myself. So the 1066 start provided just that. You grow stronger as usuall with any Nomad, however you still have 150 years to leave the Steppes or be oblitarated by the incoming Mongols. As the Kirgiz start in a difficult possition i was just barely able to make a new home for my Manichean people around Multan. I allready had lost most of my Steppe lands to the Mongols. I had a bit of an issue keeping the faith strong but in the end i took most of Persia beat back the Seljuks while the Mongols eventually lost all steam and collapsed.
Fun game kept me interested till the end. You can choose a later start date if the 1066 seems too easy for you (too much time till the Mongols come by). The Khitans are also an interesting start. One of the Clans even starts as Tengri (not Buddist).

Yabghid in 769 start . I don't played them since the new expansion. However if you managed to survive the beginning , you have all of persia to raid, then invade.
