I’d love to see a nomadic fallen empire. No planets, just juggernaut style mobile habitat/stations and subsidiary warships.
have them wander around the galaxy like The Culture or starfleet, just sightseeing what the younger races are doing, looking in on interesting systems. Occasionally making contact and asking for permission for a few dozen people to pop down to a world and nose about, if your world has an interesting feature. every Now and then accidentally leaving behind a fallen empire travel toothbrush or iPod that revolutionises sonic engineering or battery storage or something.

ethically I’d like them to be neutral, having essentially forgotten how to care About anything other that mild diversions. Spending their travel time mostly stored or in virtual mindscapes.
triggers for anger would be any attempt to restrict their travel, which they would not tolerate, they‘d need to be coded not to attack or be attacked by leviathans and might be mildly miffed at leviathan deaths because they are interesting to look at.

awakening would have them decide to re-engage with the galaxy and look to set up some home worlds, but they’d prefer ringworlds and habitats and target empires with both first.

might be fun and would make war in heaven unpredictability go up.
