Nomad POP's must be in game to accurately represent many non-European countries

Nomadic peoples were a big obstacle in front of modernization, industrialization or even agriculture for many countries, and their existence is like the reason decentralized states are decentralized. Adding a nomad pop type which will produce substinence stuff, pay less taxes, be under less authority and be harder to educate/provide healthcare for would accurately represent the troubles most Southeastern-Central European countries had with Romani, Ottomans had with Yörüks and Russians had with Cossacks. They should also get their own interest group called maybe "Tribes" or depending on the country "Aşirets" or "Cossack Hosts" which will be against implementing agriculture and industry could be cool too. This would also add an extra layer of depth to the economy, because now the most primitive production type isn't farms, there are people who are pastoral or hunter gatherer whom you must settle in your country and make peasants first. Thoughts or suggestions?

Would be nice, but its not something I'd expect to see on release. PDX games have never dealt with these kinds of social groups well, and I'd rather see them focus on the base game first and figure out how to fit them in later on.

But you're correct they are important in many parts of the world. Though I'd call them Pastoralist over Nomad. Perhaps some kind of tribal or clan subgroups within the various cultures that had large pastoralist populations, which in turn generate their own interest group. They should generate conflicts over land use, with settled populations, and the player should be able to try and force them to settle down at the cost of armed conflict.

The concept it's a little the same of "tribesman" in Imperator, and the nice things is that it's perfectly needed. Even today there are groups like that... they can also rapresent not integrated natives in the new world and Russia, and part of population of central asia.

Afaik Persia barely had an army during this period, for most of it they just relied on tribes.

Pops exist on a state-wide basis. How often did these nomadic groups move around over a larger area than a single state?
Mostly on a yearly basis, but in defined patterns. They had a strong sense of territory, and these territories often overlapped with multiple states and groups of agriculturalists.
