As per the title. Currently, counties with 2 built holdings already in place means that it does not count for the purpose of nomad distribution of land. This makes absolutely no sense, and allows for silly exploits like conquering vasts swathes of land and not distributing them to any of your nomadic vassals.
A county with 2 built holdings in them is just as valuable as another county with 2 empty holdings, even for nomads since vassals pay max tax regardless of opinion. In the scenario that the player or the AI would prefer not to keep those holdings, then they can just raze it to the ground themselves.
Of course, it may argued that there is nothing wrong with this mechanic, since at worse, it is just an exploit, thus, players who think this exploit is wrong, should simply not use it and resort to burning all crap to the ground.
However, there are legitimate reasons for not wanting to raze everything. Sure, there is a money incentive, since baron-level vassals can provide a substantial amount of taxes to a nomad government... but that's not even the main reason. The main reason is that it is tedious (e.g., rebels, lack of auto-pillage, etc) and the more developed provinces takes forever to raze completely to the ground.
To amend this, I suggest:
1) Remove nomad exemption based on holdings -> counties should count as long as it has even one empty holding; nomad vassals should pillage it themselves if they want more space; OR
2) Nomad land distribution should be based on the total number of all empty holdings you control
#2 is probably easier to implement and less costly for performance. However, it underscores the value of baron-level vassals.
