Nobody is moving in!

My population is 117,000 then likes tyo drop to 103,000 then lots of people move back in to 117,000. The residential demand is extremely high and houses are built and there all empty. There are a ton of access to the highway triple checked and are correct. They have all the services they need. Why is nobody moving in! Please help!

Have you tried adjusting taxes? More specifically, lowering them or giving policy incentives for residential globally?

Thanks! I tried it and it didn't help. I turned off a mod that slows the aging so it's rising by 370 then slowed but 360 was the birth rate.

are you running mostly high density residentials?

I think those attract more 'yuppie' style households, while the low density residentials are more attractive to 'family oriented' households.

Using more low density might increase the birth rate, not sure it works though.

I'd say it's pretty close to 50 50 high and low residential. I noticed the unemployment rate is 80%. I have a ton of commercial and industrial and there complaining of no workers. I have transportation to all locations with buses, metro and train station.

I have the mod for 100% demand so regardless of services and jobs they should still be moving in, that's what's really confusing
