I am wondering why one would get out of the disaster, what are the downsides? The noble republic gives 10% morale and 1.00 tolerance of heretics, that's far better than the lousy bonuses you get from feudal or despotic monarchy.

Because you get penalty to max absolutism, nobles demand extra 30% of land and on top of that you get hefty penalties to income (25% tax income and so on iirc).

Despotic Monarchy has fantastic bonuses! It's arguably the best normal government in the game before the Era of Revolutions.

-1 unrest is handy; -10% unjustified demands is excellent and especially so when paired with Influence finisher; and +5 max absolutism is pretty good as well, especially now that the effects of absolutism are capped at 100 and so Court and Country can be left until the latter part of the era. The only really good thing about Noble Republic is the 10% Morale which while admittedly very good does not outweigh the benefits of Despotic Monarchy.
