Hi, I have a lot of idea about EU IV but the first I have finish is about bad kings. (sorry for my bad english)
I make it because in mods I have played, the "abdication" solution is proposed, and I feel like it's cheating with the possibility to have a bad monarch.
We can have a very simple decision call : Nobility takes the power. When you use it, the value of your monarch is recalculated with the same random value we can see in regency council. (Generally not so cool value, but it can be more interesting that your actual monarch value.)
When this event is activated, you lose 1.5 Legitimacy and 1 Prestige per years, the stability cost is +25% more important and he gives you a chance to have the following events :
If the monarch die with this decision activated, the decision is not stopped, and the new king have the same value. If the new king decided to select "Nobility lost the power", the country lost 2 stability and the new king gain 20 legitimacy (and he have now her normal value.)

- Bad diplomacy : Lose 5 legitimacy or your king lost 1 point in dip
- Bad millitary : Lose 5 legitimacy or your king lost 1 point in mil

- Good diplomacy : Your king gain 1 dip point or 10 legitimacy
- Good millitary : Your king gain 1 mil point or 10 legitimacy
- Good administration : Your king gain 1 adm point or 10 legitimacy
