It should not be up to the developer to cater to your bad TV configuration or cheap TV limitations.

If the game's image is cropped around all of the edges of the screen, then this is happening with literally everything you're watching on your TV and you need to disable what's called "Overscan". If you're not sure how to do this, I've listed a few things below which can help. Otherwise, for something more clear/definitive, search the internet with your favourite search engine "$TVModel Overscan", and you will find either someone else who's experiencing the same issue, or the instruction manual for your TV. You can usually find the TV's exact model number on a label at the back.

From experience, this setting could be configured quite a large number of ways and it's generally best to read the TV's manual. I'll go through some ways I've figured out how to disable it though:

  1. Check your TV's Settings menu and look through the Picture settings under Aspect Ratio (16:9 is not necessarily the one that you should be using. If you're currently set to that and experiencing Overscan, try changing it to something else).
  2. If it's not there, take a look at the TV's Quick Settings Menu (usually Info or Tools button) and either switch between Aspect Ratio's there or test other settings.
  3. If it's still not there, look at your TV remote for a button which switches between the aspect ratio's.
  4. If it's still not there, something that I've seen work is by simply changing the HDMI's 'label' to "PC". You'll have to find how to edit or set the nickname of the input for your TV to do this, but I have seen this work (if you do this, be sure to also configure the Xbox One to use PC RGB by navigating to All Settings -> Display & Sound -> Video Output -> Colour Space -> PC RGB, or else everything will look like there's a grey overcast).
  5. If you still can't find it, search online to see if anyone else has asked this question or out of desperation try posting here with your TV's model number. It has been a *very* long time since I've seen a 1080p TV that was bought in the last 5 years that doesn't have this option buried somewhere at all (unchangeable Overscan was mostly an issue with 720p TVs).

The setting can be called a number of things. Again, take a look at the TV's Aspect Ratio selection and switch between all of them, and if not there, look through the other settings and look for either "Overscan" in the name or description of the setting. The ones I know of off the top of my head are the following:

Samsung: Screen Fit -> Found in Aspect Ratio (both Full and Quick settings)
LG: Just Scan -> Found in Aspect Ratio (both Full and Quick setttings)
Toshiba: TrueView -> Found in Aspect Ratio (in Full settings only)

I hope if the Developer chooses to cater to people who can't be bothered to change a setting, then I sincerely hope that they make it optional, rather than do what some developers do any make those of us who can be bothered have the UI crammed in unnecessarily.

LOL what are you on about? Not fit for modern day gaming?? I have the same issue as may people regarding the screen size, every other game I own (almost 200) either has the option to resize your screen or it fits. So it is not just the TV, perhaps game developers could include this option as it is a known problem with many games not just this.

Then you as well as "many other people" haven't configured your TV's properly. Read the suggestions I posted above to solve the problem, or replace the screen with a better one.

Which Model TV do you have?

every other game I own (almost 200) either has the option to resize your screen or it fits.

Because those games cater to your bad configuration/setup. However, when it 'already fits' it screws over everyone who actually can be bothered to change that simple setting. PC users don't have this complaint - why should console users?

It's like complaining that a game doesn't have a brightness slider or complaining that it doesn't support 4:3 resolutions without letterboxing. It's a silly complaint - there is no reason for you to have overscan enabled or forced enabled in 2017.

I have had the TV for about 7 years. Yes its old however I have more important things in life to spend my money on than a TV for gaming on.

7 years of gaming playing countless games on this TV and this is the first game I have ever encountered this issue, yet it's my responsibility to play around with the aspect ratio on the TV even though it works perfectly for every other game I own. Makes sense. If I give a company my money then I expect the item to function as required. I didn't see any information written anywhere that said the game was only playable if your TV had a certain aspect ratio? If I download a game for my PC and it doesn't function because my system doesn't meeting the operating requirements then thats my fault. If I download a game expecting to be able to play it because it has no operating system issues listed but then I can't because it is missing a basic function that every other game includes then thats not my fault.

As a side note this thread is redundant to me anyway. I hooked my Xbox up to another TV in the house and the aspect ratio was fine. An amazing game however I have had about 9 crashes to desktop, I have had the bulldozer error where it locks on the delete screen and now the game is completely kaput. All it will do is load the initial logo and image, it won't progress any further. I have uninstalled and reinstalled but when I did so it won't even start the game, now uninstalled again to see if I can fix it. Excellent game, very disappointed in the amount of bugs. I had gotten my city to 50,000 citizens and the crashes were already becoming more frequent, concerning given that I had barely filled one of the 9 tiles available.

It is a simple setting on your TV that you can change yourself. There is literally no reason for you to not change it.

It has *always* been a problem - it's just that some developers made it optional. You are unnecessarily cutting off the edges around your viewing range for reasons only you can answer. Just turn off Overscan, and suddenly, it's no longer a problem, and you won't have to worry about future games having this issue again! It's like you complaining that games look foggy when your brightness is set to 100, games looking fuzzy when sharpness is set to 50... things like that which are sometimes defaults.

FYI - Stardew Valley is another game which springs to mind on Xbox One which doesn't adopt to people who can't be bothered to set their TVs up properly.

I am having the same issue here. I can't see any of the menu items or notices at top during the game. My television does not have options to disable overscan. I am playing on an 82" Mitsubishi DLP set that looks amazing for all of my content so there has never been a reason for a newer television. Most games these days have options to resize the screen, I don't see why they cant give us this simple option. This game is almost unplayable without being able to see all of the info.

Why do you think TV and Movies have guidelines for "safe area" for text and important information?

Sorry - but while I agree the TV is part of the equation, it is still partially the developer's job to make sure it fits most outputs properly. Most HD games come with what is called a "safe zone" tool to adjust the screen output, that either runs as part of teh initial setup, or is accessible from the game menus somewhere. It doesn't change the TV settings or the output ratio etc, it just sets the area that is "safe for viewing". It's no different than what movie makers do - the template for an HD movie is 1920x1080, yes, but the template also has an area marked inside that region that they know all TVs will reproduce all the content in when viewed without going to the extreme edge. This safe zone is where they make sure all major movie content shows, they just let superfluous edging show outside of it.

I have been playing XBOX since it was just an idea, and this is the first game I have that either doesn't fit in the safe zone by default, or doesn't have a tool to help adjust the safe zone. I have a fairly high end Samsung and changing the screen adjustment on it modifies the whole display, not just the safe area. There is supposed to be a bit of edge runoff, since most people want their displays to look uniform and smooth to the edge, especially on an infinity display.

The map itself is fine - the toolbars and menus etc need to be in the safe zone however; and all they need to do that is include a built-in way to alter the safe zone, like pretty much every other game out there for consoles. I guarantee you the menus and toolbars are in their own layer, so it should just be a matter of making that layer dynamic and adjustable, rather than static.

I'm actually a little surprised the game passed XBL testing and validation with this present.

I look forward to an update to adjust this - aside from that I've only come across one other bug and that was likely due to a memory leak from running the game for 72 hours straight. After rebooting the system it fixed itself.

DLP TV's are very outdated, but regardless, if you post your TV's exact model I can tell you how you can access its service menu, and adjust the screen dimensions. Being a DLP TV - it *will* have it, due to the nature of the technology.

That might have been the case when people were using CRT TV's, but it's 2017. Now it's time to people to sort their equipment out.

No. Most games just force the 'safe zone' on everyone on the console port, which screws over everyone who actually bothers to sort their display out.

Final Fantasy XI? Tropico 3/4? Stardew Valley? These three just spring to mind and none of those had 'safe zone' options, and Cities isn't the first to not implement it, and it won't be the last.

hey Jegior, i got a panasonic viera TX32LMD70A i have adjusted apect ratio on here and still no good edges, there are no advance settings. i can only adjust the height and width up down left right through my pc setup (on tv), however this option isnt there for hdmi settings, i am running my pc through the tv, so really want to unplug everything everytime just to play one game. i have adjusted my xbox as best i can any ideas
help me obi wan Jegior your my only hope...........

Try this:

"All you have to do is press Menu > Picture> Scroll down to Advanced Settings> Switch HD Size from type 1 to type 2."

I'm a bit confused by what you mean "i can only adjust the height and width up down left right through my pc setup (on tv)". Is your Xbox One not connected via HDMI? Did you try setting it to Game Mode or to PC?

Outdated is subjective. All of my games and movies still look incredible at 82". I don't see a reason to upgrade until 4K technology fully catches up.

Any news on a patch for this issue? It would much easier if the game simply had the option like almost all other games do.

On the remote, press the {MENU}, {2}, {4}, {5} & {7} buttons. This will bring up a service menu, which contains many difference settings, and where you can adjust the screen geometry and position. The Initialize option resets to factory default.

This would not fix the cropping you're seeing on every other content you're viewing on your TV - movies, Netflix or TV for example, and is only a work around to what is simply a configuration problem on your end. You would simply experience that cropping on every game where the option is not available - which is most of them.

Hi and thanks for replying.
unfortunatley no advance picture options. Im trying to play this on my xbox1 but with regard to the pc screen adjust, i run my pc through my tv and i can shift the vertical and horizontal picture position but not shrink to fit, if i need to adjust screen size for my pc i would have to do it through the resolution settings on the pc itself. these options to move pic popsition arent available through the hdmi 1 (xbox one input) options available to me and like i say unplugging everything each time i wanna play this on xbox1 isnt really an option.

Hello there. I bought today the game for Xbox One, and have the same issue. On my TV (AOC with 32") which is some years old i have no option for Overscan.
With the resolution settings like 16:9 or 4:3 it makes no different.
The Attachment display the screen on TV. Have made the photo with a Smartphone cause with Screenshot function from the Xbox the whole screen was displayed o_O
Without the menue on left side its not really possible to play..

Is there a chance that the game got's an update to set the screensize like in other games?
Cause i have not the intention to buy only for this game a new TV, as long the current is working without troubles.
