No way to control pop jobs placements, pop pro/demoted?

The game is fine, until late game, where i have superflous districts, buildings and therefore, jobs. Then, i cant control what pops in a planet focus on.
After transcended, most of my pops try to jump up to higher strata, leave worker mines, plants empty, lead to massive lacking of raw resources.
Only way to solve the problem is close jobs from middle or high strata, but they need 5 years to be demoted.

My economy is breaking with no raw resources from worker strata!

Truly, with late game planets are heavily focus and specialized, we need a "focus" button to tell pops to do their works.

This is what happens when you build too many specialist buildings. There is nothing wrong with waiting before you have enough unemployed pops to do those jobs.
Don't build things just because there is an empty building slot.

I often wait to build on an open slot, but it would be very nice if we had a table of job placement order, maybe don't let the egalitarians use it since they would want people to have free choice. :p

Being able to say I want all miner jobs filled before there are any entertainers seems logical to me though.

One thing to note: if you have one job of a type closed, any additional jobs of that type start out as closed. I.e., if you have five Scientist jobs, close one, and then upgrade your science lab, you will still have only 4 science jobs open, and 1 + 3 from the upgrade closed. This can be used to allow pre-building without immediately killing raw resources.

Thank for feed back, but above is not all what i want.
Without "focus" button, your economy will be linenear.
Most of time i build dual purpose planets, with extra job slots, so, when peace, they focus research, when war they go to raw resources.

The best i want is we can set pop stratums ratio, so pop wont automaticaly promote to higher strata, instead of micro buildings jobs slots.

I actually have the opposite problem, that too many of my pops are stuck in low-strata by mid game. I was deliberating this education idea for pops where demotion and promotion could be accelerated depending on decisions and buildings, but people said that would be too much micro. Personally I think the bigger micro is managing huge unemployment because I'm trying to transition my worlds from a workers to specialists.

Oh never mind I figured out that the reason why this happened was because most of my pops were slaves due to the Slaver Guilds civic. The civic apparently checks every species in your empire and enslaves 40% of every species population, not 40% across the board which imo would make more sense. So I changed the civic and suddenly all my pops got promoted to specialists.
