You can't take/give claims in coalition wars now. Thus, a penalty for not doing something you literally can't do does not make sense.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
I'd say this is a bug rather than a suggestion, isn't it? They changed a mechanic but neglected to think through all the consequences so, to me, this counts as a bug in the change to the coalition rules.
I can't post in the bug report forums right now anyway, but what has/has not been considered "intended/bug" has been non-obvious multiple times. As it's a change regardless, it can fit here too.
