I think it may be too nice. The conditions in particular are quite bad. "building a ship" is hardly a way to get the event. It should be Flagship related and NOT be limited by province.
Flagships require Golden Century DLC, your proposal would make the event only trigger for those who have this DLC.

No problem make it for heavies only then. Maybe also include tech requirements as well? So if backwards compared to the top diplo tech of other countries then the event should fire, else not.
