No USA option in preorder screen?

So I'm currently abroad in the Middle East, but I live full time in the States. When I went to the Pdox screen to pre-order the game, there was no option to select the USA for my billing information. I'm assuming that this is incorrect, because last I checked, the US is still most certainly a country.

Also, why won't they let us preorder from Steam itself instead of just giving us the activation code from Pdox? Seems like something they should fix....
