I'm playing as Macedonia and trying to trade the Carthagenians for their grain. The trade map says we both have an open trade route but when I go to the diplomacy screen, find them, and attempt to open a trade route, there is no potential route listed. I cannot figure out what would be preventing the deal because there are no pirates or anything between us (if that even matters). Any ideas?

Also, is there a tooltip or something that will tell me what the buildings do in the construction menu? All I can get it to display is the price and time it will take to build it.

With trade routes, a much quicker method of establishing them is to simply click on the province you wish to trade with and click on the open trade route icon, in exactly the same way as if you were setting up internal trade. If you're not able to establish trade, then that tooltip should tell you. As for why you can't, it might be that the province is occupied, or all of your provinces are already producing grain or are receiving it in trade (you can only get one of each tradegood in a province).

As for buildings, the actual buildings menu should have the bonuses listed already. Click on the building you want and at the bottom of the window it will tell you what the bonuses are. If you don't have the technology to build a building, then you won't be able to click on it to see the bonuses.

This turned out to be my problem. I was trying to double up on grain.

Thanks.

PS:

Why is it that some of my provinces can build forums but others cannot?

It depends on the tradegood I think.

Yes. Copy and paste from "buildings.txt"

Who ever thought you could improve your fisheries by irrigating them? :D

He essentially adds his Martial value to the supply limit for his army only. So, if you have a stack of 30,000 men walking through a province with a supply limit of 22, you'll need a Martial 8 general to prevent any attrition casualties.

Ok, thanks for all the help. Now I'm trying to figure out how to build up my civilization value in my frontier provinces. Are there certain buildings that do more than others? For example a temple as opposed to a forum?

None of the buildings affect civilisation value; it is entirely controlled either by being adjacent to a province with a higher value, or by trading with such provinces. You can gain civ value in your capital by giving tribute to or getting tribute from a country with a higher civ value capital province.

Just make sure you trade with civilised provinces if you want to improve the civ value of a specific province :)
