No techs for uncivs in 1861?

Uncivs won't get techs, they can't research. Besides JAP, EGY, PER, and CHI all have more reforms than in '36 in the '61 start.

Correction, CHI has no reform done in 61' scenario (really, none as in 2.1). JAP did go from 0 to 80% (a bit unreal), EGY wen from 30 to 40%, PER from 30 to 50%.

CHI has reforms in my version, I guess it didn't make it into 2.1.
