I just stumbled across the following wiki entry claiming there will be no strategic resource stockpiling.
http://www.hoi4wiki.com/index.php?title=Production&redirect=no#Strategic_Resources

Is this info still up-to-date? What on earth is the justification for this design choice? It's not like any of them are perishable resources, so why can I stockpile military equipment, but not strategic resources? I know a portion of your strategic resources is exported depending on your trade laws, but if the rest of my produced strategic resources just vanishes into a black hole (unless I'm constantly producing equipment with them), then I must admit I'm kind of disappointed by that design.

They said so right from the beginning. Podcat said in Dev diary 5: We have simplified the inputs to "Raw materials" which factories use to run. Raw materials act as a limit on your total Industrial Capacity. However that is not the whole Production story. Equipment also has a Strategic Resource cost, without which it takes much longer to produce. Strategic Resources are not accumulated in pools. Instead, they represent the potential flow of resources into your factories. For example if you have 10 Iron you can be building stuff that costs up to 10 Iron at any one time.

So the game is modeling the potential throughput/input of those resources, not how much of these six resources your country "owns". Meaning if the resources are not either used to manufacture equipment or traded away, then they are used otherwise within the country (as in "turned into unspecified civilian goods", and thus "vanishing" from the simulation).

I suppose I can live with that concept.

i think it was espacially a design choice against hindsight. Because if i know as japan i have to stockpile oil from day one, the whole stockpile would become more ore less useless

Rather than stockpiling unrealistic amount of raw resources you now stockpile actual equipment, which is MUCH more realistic. Resource Stockpiles are and were usualy pretty small and were the last emergency reserves. In reallife they would have never lasted throughout the entire war. Countries dont simply throw their steel on an pile and look at it, they produce stuff with it and stockpile the equipment. Stockpiling simply is unrealistic, atleast on that scope and is an terrible design choice because of hindsight, the same reason why you cant freely embargo anyone as you wish.

The Resource Throughput is alot better gameplay and realism wise. Its not like a country's gouverment intercepts all the incomming rubber, oil etc, but they rather buy it from their industries and use it. The rest gets used by the countires industry, just as it is today.

yeah but early stockpiling isn´t really effective with the low research and limited amount of factories.
it actually is. First of all it is an good emergency stockpile later on if you cant keep up production, since outdated tanks are better than no tanks. Other than that you can send them as lendlease and get experience in return when they are used in combat. They are also good for garrison units, which obviously shouldnt use the latest and greatest stuff so that they dont deny it to your front troops.Due to the production efficiency starting very low if you swap production, it is actually smarter to slowly decreasing production of the old equipment once the new equipment starts producing in sufficient numbers.

It is a horrible idea to instantly swap out all production from bf109 to fw190 as soon as you researched them, because that will mean you have an shortage of fighters for quiet a while. Only because you research something in 1938, it doesnt mean you will see any noticeable numbers of that equipment on the field even in 1939.

This is an example of when abstraction goes too far.
No its not. No country ever stockpiled enough raw material to support a full war production for several years. I'm glad they got rid of this. Instead you now stockpile equipment, and thats much better for both gameplay and realism sake.

Apparently there is already a megathread obsessing about the crude ( ) representation of oil. Still one sentence on that topic: Throwing in oil with the rest of the strategics really bums me out. I hope there will be some dlc in the future that implements fuel as a "variable" instead of a "fixed cost" resource and also adds a mechanic that at least allows stockpiling fuel within *realistic* dimensions. Something like a pool with a "soft" storage cap that has fuel "income" and fuel "consumption", perhaps with stats that show how much your divisions/regiments are burning up... use up a small amount as regular everyday "upkeep" and use more when moving divisions across all of the Soviet Union.

Meanwhile oil could be easily replaced by another strategic resource, as there is no shortage of those: http://ww2-weapons.com/military-expenditures-strategic-raw-materials-oil-production/

The oil stats at the end are interesting as well.

Question. Are the amount of resources fixed throughout the entire game? Are there techs or foci that increase available resources, maybe to simulate more extensive exploitation?

Because as already mentioned it leads to abuse due to hindsight. I think this system is way better, no more tedious supply setups at the start of the game as nations like Germany or Japan. You want more resource? Take them. HOI4 is not a historical simulation, its a game.
