No Steam start + Can't Access DLC

Crusader kings doesn't launch from steam properly, you click on it and the game file just never opens, running it directly from the .exe allows me to play it but without any recognition of the DLC at all, as you can see from my forum profile I have nearly every DLC available and registered, I have tried fresh install and unsubscribing mods, nothing works. For reference I can only launch EU4 from the direct .exe in admin mode too but that works fine from that. I have reinstalled windows and done all the things like that to no avail.

I haven't played the game in months. Attempted to boot up today and ran into this problem.

Update: I deleted the contents of Steam/appcache/httpcache and had to forcibly kill steam. Upon doing so, there was a lengthy Steam update that resolved the problem. This is speculation, but I suspect a recent steam update didn't take well on certain systems and this is merely a manifestation of that.

You probably needed a Steam update as zyphial mentioned, assuming it did run form Steam once, which you don't say.
Nor did you mention on which OS your are.
Anyway..

I suppose you install

and run CK2 as admin or/and reinstall Steam as you don't say how you reinstalled Windows (registry issues).

Apologies, I am on windows 10, I haven't played it since I built the computer a couple of months back, but had no issues with anything prior to upgrading to windows 10 which seems to be the source of my problems. I reinstalled windows as a final measure to try and see if I have a dodgy download, as it seems to only run certain things properly in admin mode, which is how I have been working EU4 although the exact same problems have continued after a fresh repair install.

My steam is fully up to date as are all my drivers, including the minor ones like motherboard, sound card ect.

Those say I cannot install them because I have a more up to date version than that?

I can't follow what and when exactly you did it.
I suggest downloading and installing from my links and running CK2game.exe in admin mode by setting it in properties-compatibility.

I have had similar problems with all PDX games, I am currently running a system verification to see if that pulls anything up. I have no issues with rollercoaster tycoon, which by chance is the only other game I have installed so far.

The fix you suggested hasn't helped, thank you for the attempt I still have the problem where I have no DLC but can get the game to run.
