No Status of Women Law?

I am positive i have Conclave on, not even sure that's a DLC issue or not. I have had the ability before. I was the Byzantine Emperor and King of Greece and had the ability to change it under the Greece realm law tab. I lost it to that awful pseudo-democratic system. I eventually got it back as the Empress of Byzantium and Queen of Greece. Playing the RP i want to improve the status of women but there is no ability to do so. I have an idea for a solution but its in ironman mode and would rather not wreck my empire on a theory and waste a how reign just to figure it out.

Any ideas?

So destroying the Greek Kingdom title doesn't work, however it did get rid of that annoying election system since it created it with my Empires succession laws.

Greece is De-jure the Byzantine Empire. All crown laws like status of women can only be changed under Byzantium's realm tab. All other de-jure vassals, kings included, will use Byzantium's crown laws.
