I posted in the tech support sub-forum but haven't had any luck:
"I reformatted my PC over the weekend. When I went to load up CKII today it didn't have any sound. I checked with Vicky2, itunes, skype, all are working fine, it just seems to be CKII that is not working.
I've got all the latest drivers and I'm running vista-64 with a Creative Soundblaster X-fi
If anyone has any ideas I'd love to hear them.

Since I posted this original I've tried reinstalling the game a number of times, redlling the DLC etc etc.
I'm now well and truly stumped so if anyone has any ideas I'd be hugely appreciative.
