For some unseen reason, there's no casus belli for Kings to vassalize Dukes which are their de jure vassals. I expected that there would be, in the same vein as the Ducal Claim casus belli, but there isn't. Why?

I believe that only works on your own vassals, not independent vassals who are within your de jure territory.
I am pretty sure it worked against Apulia once I set crown authority in Sicily to High. I had a bunch of CB on all of Norman titles that were not in my empire.
