No RGO output after RGO type changes [Solved]

I made a decision/event to get some more provinces in Italy to produce coal, but when their output changes, there's always 0 output. No one seems to want to work the RGO for some reason, and I can't seem to figure it out. It's not just my modifications, though. I've changed the RGO of other provinces by editing the save file, and the same thing happens.
Any help would be greatly appreciated.

Update: Turns out I just had to give it some time, but eventually coal started being produced.

It's probably a case of most Italian provinces having agricultural RGOs (if I remember correctly), so they have Farmers (agricultural RGO workers) instead of Laborers (mineral/wood RGO workers) and it takes some time for the POP management system to flip them.
