Shouldn't there be a disaster for France ? Revolution spawned in Persia, I annexed the province with the revolution center and still nothing. Loading the game again changes nothing.

If you have the emperor DLC, you need the revolution in 20% of your country to see the french revolution disaster

Thanks you, unfortunately Persia got the event and I just noticed you can't force the revolution unless you're the first country to go revolutionnary. So no french revolution achievement for me. What a waste of time
What are you talking about? With the emperor expansion, there can be multiple revolutionary countries. There can only be one revolutionary target, but any revolutionary country can take over that spot by getting more revolutionary zeal than the current target(and then clicking a button in the government tab).
And even if you don't have the emperor expansion(but then you should see the disaster), you can become revolutionary if you dismantle the revolution in the current target or if you kill the current target.

I had max zeal and still couldn't enforce revolution (even with the right CB) so I don't know what you are talking about. Sure every country can become revolutionnary, but none of these countries except the first one can spread the revolution.
First of all, you didn't even mention that you want to spread the revolution. I understood your comment about forcing the revolution to be about becoming revolutionary. That's why I asked what you are talking about.
You need to become the revolutionary target to use the "Spread the revolution" peace term. As I said before, you have to click a button for that after getting enough revolutionary zeal. This button is called "Claim revolution"(or something similar) and it is in the upper right part of the government tab. That button shows a fist inside a circle. It is greyed out if you are not the revolutionary target. After clicking it, it is colored and your flag will be displayed on the "birthplace of the revolution" button in the lower right part of the screen(next to the buttons for the mandate of heaven and the HRE).
