the main purpose of is mod is to negate the advisor generation randomly(especially at game startup), if the "another advisor" is lv3+ ,this mod would not negate that.
and this decision is not cheat ,since AI always execute it.
But if AI pick advisors before execute this decision ,then it change them to someone more proper, that AI WILL lose some gold.
