No Random Courtiers

I am using the latest patch 1.04a but for some reason I do not seem to recieve random courtiers at all. I'm not sure if this is a bug but from what I've read one is suppose to recieve a certain amount of random courtiers per year or some period of time. Can anyone shed some light on this situation?

Each 'realm' receives a certain number of courtiers at random (Counts fewer, Dukes more, Kings the most... not sure of exact numbers, I think 3-4-5). If you dont have that many, save and restart, that should kick in the missing the courtiers. If you marry them properly, and let them breed, in a generation or two, your problem is likely to be TOO MANY, not too few

Amounts are: Count 3, Duke 5, King 7, counting only adults. And if you have less adult courtiers than you should and you don't seem to get new random courtiers, save and reload. That wakes up the random courtier generator.

EDIT: And you won't receive random courtiers automatically as time passes. Only if you go below your limit in adult courtiers.
