No provinces to send Court Diviner to?

So, I am wanting to send my Court Diviner to convert several provinces I recently conquered, but I cannot.

There are no provinces to put him in, and the entire map is black?

Is this a glitch? Or am I doing something wrong?

There is a tooltips I think, for your Diviner, it's called "Refused to Preach Among Pagan Realms" which made them refuse to proselytize in your realm except you switch him with new Diviner. Here's my SS from my previous Tengri game.
